Marco Rubio States Palestinian War Not Yet Over as Israeli Forces and Militant Group Gear up for Discussions
The US secretary of state declared on Sunday that the Gaza hostilities continues, even though the two warring sides endorsing components of a proposed resolution framework aimed at ending the almost two-year conflict.
Technical Talks to Reveal Hamas Intentions
"We will know soon whether the group is genuine or not by the progress of logistical discussions about the release of hostages," he told during an interview.
These comments were made alongside statements that the militants risk "total destruction" if it insists on staying in control in Gaza. Representatives will engage in discussions in Egypt on the coming week, but facilitators are dealing with hurdles, like the exchange mechanisms that may hinder chances for a quick truce.
Two-Part Strategy to Resolution Framework
Elsewhere, he detailed that third-party peace negotiations are "the closest we've come to securing all captives' freedom".
Yet he noted that the resolution framework – which both sides have agreed to subject to various challenges, including the demilitarization of the group – was probably facing "many complications along the way."
The secretary explained he "urges all parties" to think about the process in two parts – initially Hamas has accepted to the hostage liberation structure, prisoners are let go and troops retreat.
Practical Difficulties and Timeline Concerns
However, the practicalities are not definite, like the swap procedure and who picks them up. "We want to see that take place swiftly," he said. "The captive aspect needs to proceed very, very fast."

According to the framework, the group would free the outstanding prisoners – around 20 individuals presumed surviving – in a 72-hour period. Conversely, Israeli forces would stop its offensive and pull out of significant areas, let go multiple inmates and enable provision of relief supplies and eventual reconstruction.

"Militants are enthusiastic to reach an agreement to stop the conflict and quickly initiate the swap procedures according to the current circumstances," officials reported.
However, they cautioned that "the military should not hinder the implementation of the resolution framework. Should Israeli authorities has genuine intentions to reach an agreement, the group is prepared."
Future Difficulties
While speaking on the weekend, Rubio said the second phase of the agreement includes talks about developments post troops retreat and creating different leadership for Gaza would be created.
"That's the part that I think is may become a little tougher to address, but this will guarantee durability for the resolution of fighting," he stated.
Additionally, he noted that "all parties concur, with Israeli consent, that in time, sooner or later during these developments, the territory will be administered by a expert Palestinian body separate from the militant group, non-terrorist entities, guided and helped of an multinational group such as conflict resolution organizations."
